October 2025 marks a strong shift in Vietnam’s energy landscape, as policy, infrastructure, and businesses simultaneously accelerate their green transformation. From positive market signals to sustainable projects, Vietnam is moving closer to the Net Zero 2050 target, with SolarBK continuing to affirm its pioneering role in shaping the future of clean energy. 1. Policy & Mechanisms – Accelerating Green Transition Through Market Signals
In October 2025, numerous positive developments indicate that Vietnam’s national energy transition has entered an acceleration phase, as the Government simultaneously pushes for institutional reform, digitalization, and a greener economy.
The Ministry of Finance is gathering feedback on a draft decree proposing a 2% annual interest rate subsidy for enterprises investing in green, circular, or ESG-aligned projects, to be implemented through off-budget state financial funds.
This is considered an important step toward localizing the clean-energy supply chain and encouraging Vietnamese businesses to participate more deeply in the renewable-energy equipment and technology market.
At the same time, the Vietnam Electricity Group (EVN) officially launched the two-part electricity tariff mechanism (capacity + energy) on a pilot basis for large industrial customers starting in October 2025.
The new pricing model better reflects actual costs and incentivizes enterprises to manage their load more efficiently, invest in rooftop solar or BESS (Battery Energy Storage Systems) to reduce peak-hour expenses.
At the macro level, the Prime Minister has directed all provinces to review investment efficiency, accelerate digital and green transitions, and urged ministries to promptly resolve pricing and procedural obstacles delaying roughly 170 renewable-energy projects still under negotiation.
These moves demonstrate Vietnam’s shift from “project rescue” to “market formation”, laying the groundwork for direct power purchase agreements (DPPA) and corporate clean-energy contracts (C&I Solar) to expand strongly in 2026.

2. Projects & Market – The Mekong Delta Emerges as a New Hub
Across the Mekong Delta, renewable-energy investment continues to surge, especially in Vĩnh Long Province, now considered a “new nucleus” of the region. The province currently hosts 15 renewable-energy plants (13 wind and 2 solar) with a combined capacity of hundreds of MW and is investing heavily in 110–500 kV infrastructure for power evacuation.
Its onshore and near-shore wind potential is estimated at up to 4 GW by 2030, paving the way for integrated energy clusters.
Meanwhile, the National Power Transmission Corporation (EVNNPT) reported 193.1 billion kWh transmitted in the first nine months of 2025, a 3.6% year-on-year increase. This underscores rising demand and the urgent need to accelerate key 220–500 kV grid projects, notably Vũng Áng (Hà Tĩnh) and Phú Thọ – Hà Nội – Hà Tĩnh, which will facilitate power imports from Laos and release renewable capacity in Central Vietnam.
Yet, “bottlenecks” remain, many clean-energy sources cannot connect to the grid due to a shortage of transmission lines and substations. This situation drives enterprises to adopt PV + BESS solutions, enabling greater energy independence and cost efficiency.
3. Economy & Business – Greening the Production Chain
Domestic industrial groups are actively transitioning to renewable energy to meet ESG standards and reduce emissions.
Across the country, industrial parks (IPs) are being developed under the model of “Green – Eco – Smart Industrial Zones,” with Ho Chi Minh City leading the next-generation development that integrates clean energy and circular water systems.
Notably, CTP Europe has expanded its investments in Vietnam, focusing on developing EU-standard green industrial parks, aiming to position Vietnam as Southeast Asia’s new sustainable manufacturing hub.
These movements highlight how Vietnamese enterprises are proactively advancing, not only to meet green standards but also to enhance global competitiveness.
Domestic industrial groups are actively transitioning to renewable energy to meet ESG standards and reduce emissions.
4. Green Partnerships & Capital – Opportunities for Vietnam’s Rise
October 2025 witnessed a wave of international cooperation and green capital inflows into Vietnam’s renewable-energy sector.
The EU and the European Investment Bank (EIB) approved a €430 million package under the Just Energy Transition Partnership (JETP), prioritizing Bắc Ái pumped-storage hydropower and upgrading Vietnam’s national transmission grid.
Vietnam and Germany strengthened collaboration through the CASE Vietnam program (implemented by GIZ and the Ministry of Science & Technology), focusing on R&D support and technology transfer.
Meanwhile, Vietnam and France signed an agreement to enhance blue-economy cooperation, including offshore wind development and marine-environment protection. These funding streams and partnerships are becoming vital green-finance levers, helping Vietnam upgrade its grid and technology capacity — improving renewable-energy absorption and reducing curtailment. 5. The Banpu Group made notable strides in the global clean-energy transition.
On October 8, Ms. Arisara Sakulkarawek, Banpu’s CFO, was named among the Fortune Most Powerful Women in Asia 2025 for the second consecutive year — underscoring women’s leadership in the regional energy sector.
Later, Banpu received the “Partnership Plaque” at the Thailand Climate Action Conference 2025 (TCAC 2025) for its contributions to community-based climate initiatives under the “Energy Symphonics” strategy.
Simultaneously, the company expanded its international footprint by acquiring upstream and midstream gas assets in the U.S., a strategic move reinforcing its global presence and energy-transition capabilities.
Meanwhile, VinFast - Vietnam’s EV brand - emerged as a key beneficiary of the national green mobility trend.
Following Hanoi’s announcement of plans to restrict gasoline motorbikes, VinFast’s electric bike sales surged; in Q3 2025, the company delivered over 120,000 units, up 73% quarter-on-quarter, signaling strong growth for Vietnam’s e-mobility and sustainable-energy ecosystem.

From October 8 – 10, SolarBK participated in Techfest Đồng Nai 2025, the province’s largest technology-innovation event.
At the session on “Technology Supply-Demand Matching and Commercialization,” Mr. Kỳ Quang Minh, SolarBK’s R&D Director, presented the company’s journey of transforming research into marketable clean-energy products — reaffirming SolarBK’s role as a pioneer in mastering renewable technology in Vietnam.
Joining the Forum on “Efficient and Sustainable Energy Use” (October 17)
On October 17, SolarBK attended the forum organized by EVN Southern Power Corporation (SPC) in Ho Chi Minh City.
Mr. Nguyễn Duy Thịnh, Director of Investment & Development, presented “Solar Solutions for Businesses – Toward Smart Energy Transition,” introducing the C&I Solar model and Smart Monitoring System, Vietnam’s first 24/7 clean-energy management platform.
